I copy below a recent advisory from the UK Embassy regarding getting married in Thailand. "You need to make an affirmation of marital status in order to get married in Thailand. It is your responsibility to check which documents are needed by the district office (amphur/amphoe) where you will register your marriage before attending your appointment. Each district office has different requirements and Embassy staff are unable to advise you which documents each district office requires." The United Regions of Thailand? fgmr Posted October 2, 2021 Author Share Posted October 2, 2021 Presumably this is an issue that does not concern the foreign diplomatic community in Thailand as they do not have to deal with it. Diplomatic immunity et al! Hence the normal law abiding foreigner trying to stay within legal boundaries is faced with this problem. You are confusing laws enacted by Thai Regional Authorities and those posted in the Govt Gazette. Question for you.
