Aswin Kwanmuang, Bangkok Governor, posted a warning on his Facebook page that high water levels are expected between November 20-26 and December 6-9. The Hydrographic Department has also issued a warning of the rising water levels in the area around the Royal Thai Navy Headquarters and Phra Chulachomklao Fort between November 19 to 28. The dates they are quoting do indeed correspond with spring tides, which are higher. The problem with rivers though is that they are subject to the combined effect of high tides and the amount of water flowing down. That's why they had to build the Thames barrier.
