If you have a Thai passport you have to pay. This will keep the underground casinos viable and keep making money for the owners. Pattaya . It will bring in big money , and that is just what most want . If the Thai government is worried that it's citizens with their obvious addiction to gambling ( lottery ) will lose too much , they can easily find a way to restrict access ... The study will not turn up anything new except the people doing the study will make $$$$ Those in favor will paint a rosy picture jobs etc etc. contribute to the economy every study I've seen mirrors those that have been done before regardless of the location the names seem to be the only thing different. Making it legal just puts the control under another hand the hand currently that provides very little to the masses before and during this pandemic. When it is legalized it will just create another market for those who have lost their illegal income in the end it just opens another can of worms. Yep, that huge block of unaccountably undeveloped oceanfront land between View Talay 5 and the Pattaya Park Tower would be a perfect casino location.
