The Israeli government doesn't blame all Palestinians for the actions of the terrorist groups. There are 2.1 million Arabs of Palestinian descent who are Israeli citizens. That's 21% of the population. They enjoy more political and human rights, as well as a higher standard of living, than any other Arabs except the ruling families of the petro states. The Israeli Arabs are free to move to other countries, but very few choose to go to Arab countries. The deaths of civilians in the Gaza conflict are the result of Israel punishing Palestinians, but the tragic consequence of urban warfare in a densely populated area combined with the Hamas strategy of hiding among fighters, weapons and firing points among noncombatants. Israel does not have a policy of committing war crimes, but it is possible some IDF members, a small number, have violated accepted rules of war.
