For transiting or entering Thailand you will need the $50 US covid 19 insurance. Sorry I can be of no help for the Philippines. Check this forum for info. You have to be fully vaccinated to do the Test and Go. See the requirements for the test and go here the Thailand pass site. https://tp.consular.go.th/ You would have spend one night in a SHA+extra hotel while waiting for a negative covid 19 test.
