The Progressive Movement has unveiled its draft constitutional amendment which seeks to dismantle state control over local administrative bodies by giving them more freedom and independence in the management of local affairs.

Progressive Movement Leader and one of the 22 initiators of the draft, Thanathorn Juangroongruangkit, told the media today that he will start collecting the signatures of the 22, after which the draft will be submitted to parliament ahead of the launch of a campaign, tentatively on April 1st, to collect signatures from members of the public to support the drafts.

At least 50,000 signatures are needed to second any draft amendment for deliberation in parliament.

easy! thanathorn juangroongruangkit  needs to travel to southern thailand, he'd get the 50,000 signatures in less time than it takes time to  say

First need to win an unwinnable election.

Indeed.

Why do they bother within this historied political atmosphere?

The attempt to attain influence, or even a foot in the door, is futile at best.

Actually the progressive movement didn't even need to try as there is an existing Act called Determining Plans & Process of Decentralization ACT B.E. 2542 (1999) and there were much progress and changes made in local offices. The movement is just too polite to highlight that the coups after 1999 made this ACT redundant by weakening local adminstration bodies. The coup government exert their control (centralisation) by changing the size of the local government bodies and controlling their budget.
