If i buy a second pre paid sim from 7 or family or a local mobile shop, what details do they need?, and do they send bills to your address? Okay, so you just want to use it to register for a LINE account. You just buy any SIM and let the vendor register it for you or you can do it yourself using the network's instruction. I got LINE on WiFi only phone and laptop (no SIM, got synchonized from the phone). Then, when SIM time expired in 3 month, I replaced it with an old "dead" European SIM and LINE has been working perfectly for free ???? PS. True - no LINE no action....
