However, in recent weeks many more “restaurants” have opened

They say that Hope spring eternal... also why the double quotation? are those "restaurants" not real if restaurants? if not, what are they than?...

Pattaya-In a cautious sign that things are slowly improving in Pattaya, city law enforcement announced yesterday that effective from Thursday, April 28th, Walking Street will live up to its name once again, shutting to vehicle traffic nightly.

This should be a colon, not a hyphen, right?  I.e. "Pattaya: In a cautious..."

I thought it would be better to call it by a more apt name like  "staggering Street!

Slapper street sums it up nicely.

I have been down Walking Street during the 'No Vehicular Access Hours' Plenty of parked vehicles already in there weaving around between the walkers. Stupid motorcyclists barging their way through from the side streets. All of them expecting pedestrians to get out of their way. It is laughable. The only traffic stopped from moving Walking Street are the Baht buses who have to take a longer route.. The concept of pedestrian safety is completely alien to the Pattaya city fathers.

Fond memories …

And it will be a few years yet before new fond memories will be made on Walking Street.

As I am, “out of the game”, I leave it to those younger than I.
