"There are certain countries that made agreements with the government of Thailand so their citizens can benefit from the visa exemption when entering Thailand as tourists. The 45 days has been proposed for the standard visa exempt entry. For those from countries that have a bilateral agreement they can get a visa exempt entry that is allowed by the agreement.
