Updated rules to apply at Pattaya Walking Street for better organization and safety

Pattaya authorities have officially announced the updated rules to be applied at Walking Street chiefly to control venue operators for better organization and safety.

 

These rules are the updated versions of the ones declared earlier on August 30th. They were discussed and revised yesterday, September 9th, at the Pattaya City Hall, with Pattaya Deputy Mayor Manoch Nongyai chairing the meeting.

 

The following are the six rules that have been revised:

 

  1. All vehicles are not allowed to enter Walking Street from 7 p.m. to 5 a.m., and large vehicles, such as six-wheeled trucks or concrete trucks, are restricted, except for emergency trucks or those with proper permission.
  2. Placing a stall or products on the street is restricted without permission.
  3. Venues are forbidden from encroaching on the street.
  4. Peddling/Selling on the street is restricted, except during the lenient period.
  5. Garbage bags must be kept inside the venues to wait for the garbage truck that will come around three times a day at midnight, 3 a.m., and 4 a.m. Offenders will be charged with the Cleanliness Act and fined 20,000 baht.
  6. Venue operators must strictly obey fire prevention measures.

I think any lawyer could blow these rules out of the water as they appear vague and open to manipulation. 

number 1 - those with proper permission.

number  4 - the lenient period. 

 

These are two examples of where the trouble starts. The terms need to be spelled out more specifically. Perhaps this what is left after translation. But it seems that many laws in Thailand are filled with loopholes. Perhaps it is easier here to bribe than litigate. So most folks choose the former.

 

Perhaps it doesn't look so good on paper.

bribes are normal. It can be hit or miss all depends on the cop (or govt official) you run into.
