BANGKOK (NNT) - Deputy Prime Minister Gen. Prawit Wongsuwon has delivered his policies to a number of regional public offices, stressing that problems are to be addressed with regard to the local context.

Deputy Prime Minister Gen. Prawit Wongsuwon presided over a meeting to hand his work policies to regional public offices in Regions 1, 7, 13, and 16. The public service regions encompass 17 provinces in the upper North, the lower Northeast, the Central Region, and the South. He told the representatives of the public offices to prioritize addressing urgent problems that affect locals in each respective region. Examples of such problems are poverty, labor, and smoke haze from forest fires.

Gen. Prawit also asked the officials to strive to develop each region and elevate the locals’ quality of life. Community water sources and land for locals to make their living on were also cited as issues in focus. Matters of education, local wisdom, agriculture promotion, and career development are to be pursued while considering local circumstances. The public agencies were also asked to develop their digital databases which would help with country management. Officials were also told to follow up on uses of budget to ensure the intended result is achieved and transparency is upheld.

Meanwhile, the Office of the Permanent Secretary, the Prime Minister’s Office has launched the annual training course for ministerial-level inspectors. The course, held in collaboration with the Office of the Civil Service Commission, seeks to provide the necessary knowledge and skills for the inspection of civil service affairs.

Thirapat Prayoonsithi, advisor to the Prime Minister’s Office minister, said on this occasion that inspection allows state policies to be riven accurately and produce the utmost benefit to the public. Topics to be discussed under the course include policies for quality of life improvement, economic revival, urgently needed projects, and programs relating to the 20-year National Strategy.

Y

The problem with Prawit's policy is that the whole political structure in Thailand is nationalized at the highest government levels. As such there is no sensitivity, action and accountability to lower levels of grassroots government (ie., to towns and villages). Case in point the Army ISOC political oversight goes to the lowest levels of government.

The PTP party et al consolidated opposition parties in the House of Parliament tried to introduce legislation to break the political power of the Thai national government to allow for more regional and local self-rule and taxation. The pro-military House majority defeated the efforts.

So Gen. Prawit can tell officials whatever he wants, but "the proof is in the pudding." To maintain military control over 67 million lives, decentralization of national government cannot be allowed. Decentralization of government is the bane of national coups.
