The Residency Certificate is no longer listed as a service. The US Embassy has also stopped issuing them. 1

In Jomtien last time it was still for free ... if you are willing to wait for some days/weeks. If you want to have it sooner then you have to pay. Getting my yellow book was not so difficult. but i agree with the rest of your post-just put a nominal charge on the COE but even that wouldn't stop them putting their hand out, for express service, unfortunately. That sounds to me that this will be the occasion when I need external help for the first time. Agent or my lawyer. I will ask my lawyer first. A little bit of advantage is that I dont want (need) to discuss cost. I am always surprized how many posters ponder whether a residence certificate is for free or not.

I refused to pay a bribe. Back in 2001, I went to Nathon for my first ever retirement visa. Got the paperwork, the money and all that I needed. Our famous friend, took me into a store room. Sat me down on a box of A 4 paper and explained that I would need to pay him some money as a fee. I stood up and went to leave. He asked me where was I going? Did I not want the visa? I explained that I did but that where I come from, what he was asking for was called a bribe and that would be against the law. So I would talk to a lawyer about the visa and apply through them. The reply was - but I am much cheaper. Yes, I said. But using the lawyer was legal. After that, every 90 report, every extension etc etc, he made life as difficult as possible for me. Visits to Nathon were a 'challenge' but I never gave him any money. After a couple of years, I started a business and got a work permit. Life was bliss after that. I was never asked for bribe, but I didn't get my 100 baht change when paying two 1,000-baht notes, nor a receipt, and I never asked for change or receipt. I still don't get change and receipt in the new Maenam Soi 1 office. Once I has my photos taken in the front office, when he would let me out from the backdoor to the meeting room – which also worked as store room and the Birdman's office, and looked mainly like a store room – and I said that I need to pay for the photo. »No, give me the money,« he answered, so he got the extra 400 baht for the photo. Based on the initial interview for extension of stay based on retirement – at that time we, or at least I, would be interviewed about why we wished to stay in Thailand – he always asked to my girlfriend and my daughter. Sometimes he would walk out with me by the backdoor and have a chat on the bench outside while smoking a cigaret. At that time we got the extension of stay stamp immediately after interview, no waiting and no come back next week to collect the passport. However, one year the girl in the front office said: »Today not good, come back tomorrow.« I had seen that the birdman was inside the office, presumably in such a bad mood that might fit some of the scary stories about him. I didn't intend to drive home and come back tomorrow, so I just walked in. He looked at me, as was I some alien arriving from Neptun, but I said that I needed my annual extension. Little angry he asked for the papers, which he put aside, open my passport and stamped it – the fastest extension of stay, ever – and got his 2,000 baht...???? In a way, it was more easy in old time with the Birdman, than now... 1

I use SCB since we both immigrated, in 1996. yes it was tough to open the first account (in Patong) over the years, I have opened another 7 accounts, for various needs. Never had any problem .
