I see that Chiang Mai Locator states:

"Services offered here...

"5. Transporting a current visa from an old passport to a new one"

 

So looks like they do it.

 

Still unclear what "(Only type of Visa for Extension Here)" means.

 

I need an Extention stamp xferred, and I also have a stamp for a 

1 year Multiple (Re)Entry which hopefully they will xfer also into the new PP?

According to the lady at the front desk no cannot transfer visa to new passport at Festival.

 

For what its worth told my 90 day online report didn't clear as it was the first after I reentered the country which has to be done at immigration office. New one on me.

I called, got transferred,

someone came on while I was holding and said "The agent is busy, please hold", then when a man answered I asked my question.

"That depends, which office did you get the stamp at?"

 

So apparently they will xfer the stamp if it was the Chiang Mai office which did it originally.

Yes - I did it 3 weeks ago (use an agent far less hassle).
