Is the hearing problem.

I'm trying to help a friend. This is to say I don't understand  thing about the matter.

He is wearing hearing aid, of course but doesn't like to go out anymore to restaurants and similar because the surrounding noise is too much. 

I would have sought in the time of noise canceling earphones that shouldn't be a problem anymore.

Can you enlighten me please and perhaps suggest the latest technology?
