for credit cards maybe, But not a debit card as far as I know. Besides the bank already told him to go back to the hotel for a refund!

Chargeback works on all types of cards - debit, credit and prepaid.

Thats for the UK. Show me the same for a Thai Debit card.

Chargeback is a common mechanism for Visa/Mastercard. I understand that Thai bank clerks may be lazy. You just have to be persistent.

As said in the OP the bank told him o go get his refund from the hotel. So either the bank can't be bothered or they cannot do a charge back.

It told you, it's because they're lazy! Of course they can do it. I would contact the bank call center or even Visa/Mastercard hotline.

Anyhow, learnt a lesson on how to book accommodation. Won't use 'give card details, but pay later' option anymore.

Can give card details, but only credit card. That way, if you dispute the charge the credit card company will help you.
