110cc 15yr old can drive.

Saw a 'rescue' M/C t'other day, driving on the wrong side coming my way, then he swerved to correct side all lights flashing NO HELMET on Koh Chang, also have been dangerously overtaken on those mountain roads by one of their pick ups, only for him to pull up further down the road, to their base, no emergency was happening . 

I would like to see this boy's parents charged with not taking proper care of him and for allowing him to ride a motorcycle without a licence.

Yes, also dangerous on the roads. Someone I know got killed on Koh Chang walking back to his home at night.
