Is Craiglist any good for teaching vcancies?

My young (well mid 30s nephew married to a Thai lady)  he is a qualified teacher from the UK has applied for  a number of positions shown via the Craiglist link shown as the reply address on the Craiglist posting,

 

Not once has he received any replies despite enclosing all his details, degree, CV etc. he is now beginning to think that the Craiglist link is flawed.  

 

He is resident in Thailand so no issue there as far as I know

 

Any advice, comments that  can be passed on to him please?

What does this mean?

 

And who in Thailand especially if qualified applies on Craigslist? That site has always been full of scams and dodgy people. Using Craigslist in Thailand is like using Ajarn (hint) to get a teaching job in UK.
