How is the (grammatically correct) "The Microsoft account team" a "bad use of capitals"?  The date formatting could simply be based on the country of origin. There's nothing suspicious about the link presentation.  It's exactly the way Microsoft present the link in the genuine email. (edit... no they don't... see other post)

 

The only way to tell for sure if it's a scam would be for the OP to post the header from the email or tell us where the link directs the user to.

For reference here's a similar email I got on the subject. It looks like the OP is probably a scam, unless they use significantly different emails for other types of Microsoft account.

Correct use of capitals. Incorrect use of "The".

 

Should just be "Microsoft account team".

 

Anyway never click on links. Load a page direct.

For this type of suspicious incoming email, my suggestion is to check the email address and it will be quite obvious. NEVER click on links... you can have endless problems.
