brianthainess
May I hazard a guess no headlight and no helmet. The pick up has perfectly good reflectors including a number plate.

It is there for people to park safely, but it is the norm for motorcycles to use it. Which is sensible. As long as they pay attention, which for some is too much of a challenge. However it is often used as such and except emergencies parking in that lane is illegal.
