Non-imm "b" Visa: Best Route To Obtain

Okay, I hear K.L. is finally issuing non-imm "B" visas, and of course the buzz that Penang is issuing "O" visas, both in Malaysia. Sounds good, I will get mine once I get my paperwork together.

I'm writing for a pal of mine who is out of Thailand because of 3 consecutive 30-day visa-on-exemption stamps. So he wants a non-imm "B", but has a list of like 15 different things to obtain. His problem I think: he is in Cambodia! I hear the Thai embassy in Cambodia is really unfriendly.

Is this the normal demands, or is it just the Thai Embassy here in Cambodia being difficult? The demands include Company papers, business license, invitation letter (those I understand), but what about pay history of foreign workers, or balance sheets, tax returns, VAT proof, or whatnot? Seems excessive.

Will they ask only for these things to build up your case, and only really need a few things (like the first three items mentioned)?

I'm hoping K.L. will be easier and less stringent on paperwork requirements. I will be starting my own company.

Yes the list is long, but some consulates will be less stringent than others. The Thai embassy Cambodia is not known for its ease in granting visas.
