I suspect your experience would be about the same in some other places in Thailand. My spouse and I have a condo in a 500-unit upscale condo project in center city Bangkok that has a good mix of Thais and foreigners of all ages, including residents in their 20s, 30s and 40s. From our observation, nobody really mixes with anybody else that they don't know--whether they are at the pool, at the gym, at the library, or at the sky lounge. Not mixing it up with other residents doesn't really reflect whether the people are happy or not--my spouse and I are certainly happy with little in the way of interaction with our fellow residents. We do have friends we socialize with but not in your hoped for way of numbers 1 thru 4. For us, it's more like #5 with parties at someone's condo or house, and get-togethers, sometimes with small numbers, for dinners out at nice restaurants, etc. Along with a large expat community, what Pattaya has going for it is a number of distinct neighborhoods with their own vibe--the other day I was reading something and it said there were 12. Depending on your lifestyle, there is likely a neighborhood that will cater to it better than many other places in Thailand. We started in seaview condos in a variety of places when we moved to Pattaya in 2010 but as we got older we decided we wanted a quieter lifestyle and we are now in a large pool villa on the Darkside. It suits us well and we can be in Pattaya in less than 15 minutes to enjoy all that Pattaya has in the way of restaurants, shopping, and services. Scubascuba3 and CG1Blue had some good advice and suggestions that you might consider. I would say if you haven't made any friends in a year living in Pattaya you need to shake up your routine.
