Of course Vladimir is not going to use these weapons, we all know that. You know that, Z guys also know that.
It is similar to bungee jumping on Phuket. Those who sell tickets for you - these people don`t want you die after jump for sure. And you know that this is safe. But most people are not brave enough to jump.
Vladimir knows that although the Americans are confident that he will not launch a nuclear bomb at them, most of them will refuse to jump into this and will make concessions.

Secondly, there are already many foreign nationals (soldiers, mercenaries etc) already on the ground in Ukraine, fighting against the Russians. If it's no big deal for one side, then it shouldn't be a big deal for the other.

While I somewhat agree with your first point, your second point needs proof.

 

Foreign fighters do fight for Ukraine against Russia, but I don't know of any mercenaries. Do you have proof of mercenaries as defined by the First Additional Protocol to the Geneva Conventions ?
