The US taxpayer will. They will be paying tax to make the American contractor that will "rebuild Ukraine" rich.

I wonder who will benefit from the US mineral rights- I doubt the taxpayers will see one cent of that.

Far longer than that- In the Boer war the British invented concentration camps to incarcerate Boer civilians, where many died.
