Swiss Man Bitten by Dog While Jogging on Thai Beach:

A 76-year-old Swiss man was bitten by a dog while jogging on Ban Suan Luang Beach in Thailand. Over 10 others have been bitten by the same group of dogs owned by a foreign resident. The incident has raised concerns about safety and its impact on tourism.

Here is where the red line comes in. The OP says foreigner owned. But how many times have soi dogs bitten people and the soi dogs are owned by Thais but the OP never finds the owners. There are soi dogs all over the beaches and nearby. Who is claiming foreigner ownership. I do not know many foreigners who let their dogs run loose in a pack the way Thais do. We simply know already there could be liability involved.
