A nice thing to do, but a lot of homeless people want to be homeless, or cannot cope with living in a home, due to mental illness.

Absolutely true.  Also, after years of being homeless many cannot adapt to the rules that come with living with others.  Gettiing homeless into housing is even more difficult because many will not follow the rules(like sharing spaces, curfew, no alcohol etc).
