Professional training by, and from whom!? One would assume a professional trainer would be a job restricted to a Thai, so who would train the trainer!?

When you know corruption is rife , and senior officers are being arrested for being unusually wealthy.  What example is it for the ordinary officers? 

When  wealthy government officers get away with crime.  They all aspire to being rich by any means.  Corruption is at every level . The proof is in the pudding as they say.

wrong... only if the rotten cops would be fired on the spot, something, MIGHT, change...

So they get all this cash but in order to buy a big house with financing at all you would have to wash that extra income some how.  And it would be so easy for them to do this 5x a day.
