This is also not about Israel although I know you want it to be. It was signed in Geneva by an Israeli major general and a Syrian general and was witnessed by a Fimnish general serving with a U.N. peacekeeping force. The final paragraph of the agreement states: "This Agreement is not a Peace Agreement.
