Can anyone tell me how long it takes to apply and receive a Residence Certificate at Changwattana?

Is the TM.18 form required?

Thanks much. The form you referenced looks more appropriate for driver's lisence renewal, which is what I am doing. I wonder what would require the TM.18 form.

You do not use TM18

You can apply for COR at CW.

It cost 200b and is posted out.

Usually takes ~5 days. 

They state up to 2 weeks.

You will get it within a week.

 

The most important thing is to have a TM47 receipt (if you have one) 

Tip: There is now appointment for COR. If your 90 day report window is open you can make an appointment for that and then the io will photocopy the 90 receipt and process your COR.

Note: I just checked que availability for COR. Unlike annual extensions every day in February had slots for appointment.

I did this about six months ago at CW and it took close to 2 weeks for it to be posted out to me. 
 

It’s important that the TM 47 is quite recent as to what quite recent means,  I’m not sure.  I had one from when I moved into my apartment two years  ago and that was deemed too long ago.

 

it didn’t matter that the retirement visa had my housing details, et cetera. She wanted a new TM47.

IO should have accepted TM30.

COR can now be obtained by tourists at CW (previously not the case). Tourists cannot provide TM47.

You must have stuck a busy time.

I have over the years obtained 4 that all took 5 days.

I did mention CW states "up to two weeks"

@DrJack54 yes you did mention TM47 but omitted to say it needs to be recent.  I had a TM47 but she deemed it not to be recent.

It needs to be "the most recent".

I didn't have a TM47 due to never being in Thailand for more than 90 days due to frequent travel for several years.

As I pointed out folk on tourist visa can now obtain COR from CW and those guys don't have a TM47 receipt.

Thinking they provide TM30. 

 

Until recently to obtain a COR at CW you had to provide a TM47.

That was unique to CW.

That changed recently.

I applied for CoR at CW earlier this week (not arrived yet). She asked for my TM30 and my 90 day report which I gave, and then said after doing 90 day it was necessary to make an updated TM30 showing departure date to match the permitted until date on passport, as previous check out date was left blank. Anyone else had this? I pointed out that a new TM30 would not be able to show my actual arrival date in Thailand and she said it didn't matter. It baffled me but it didn't affect the CoR, I was told it was something I could do later. 

 

The other thing I wasn't expecting, I was told the CoR is only valid for one month - wasn't it previously a year?

@DrJack54   my bad.  TM30 was what I was referring to.  This has to be recent.   TM47 wasn't required at CW.   I would have sent u a DM to clarify but that option is not available.

Was always valid one month.

Have seen couple of folk state 3 months.

That's not the case imo.

 

As for the other issues you had with the io thinking weird. 

The TM47 receipt alone would/should have been enough.

Perhaps that was a consulate letter. They were valid for a year. I was surprised when I used it for new bank accounts and could use it for months for drivers license years ago.

I think you're confusing TM30 and TM47 in this post, as the former is done when you move into an apartment, while the latter is done periodically (every 90 days).

 

It goes without saying that you need to submit documents that are up to date.

 

A TM30 for your current address in Bangkok.

 

Those who need to make TM47 notifications need to submit the latest one to get a Certificate of Residence as well. What's new is that foreigners who don't need to make TM47 notifications can now also get a Certificate of Residence in Bangkok.

Some "address confirmation letter" from embassies are valid for a year (doesn't mean will be acceptable for eg TDL, some 3 months.

The issue is that UK, USA,AU to name just 3 do no longer provide confirmation of address.

The attached link is good outline of COR and required docs.

Like many things the list is comprehensive however at CW likely the push most of docs back.

In my experience io took the TM47.

I had a lease etc however didn't take much notice.

I tend to take the kitchen sink "just in case"

Update. I was at CW today. The docs required were:

 

1. Application form

2. Copy of passport

3. Copy of TM30

4. Copy of TM47 (90 day report)

 

And 200 thb., which I paid gladly. Not sure if that was official. All other docs I had were pushed back to me.

Bit surprised they took the TM30 since you provided a TM47.

Seems TM30 is the flavor of the month with immigration..

BTW my last 2 COR took 5 days.
