The 40-day offensive, which has mainly taken place in refugee neighbourhoods, has resulted in numerous deaths, the displacement of around 40,000 Palestinians from their homes, and the "destruction of vital civilian infrastructure," the EU statement said. It's a chicken and egg issue in the west bank. The Hamas and Islamic Jihad operatives have been active since the start of the Gaza conflict. They attacked civilians and non military targets. The Israeli's responded. The settler community has its faults, but it has been attacked multiple times, so its people get angry that Israel "doesn't protect them" and retaliate. It also serves the political interests of factions opposed to the PLA in the west bank and for the extremists in the Israeli government. Both thrive on the conflict. Both would be out of a job if the conflict stopped.
