The elected President of the USA is challenging the decision by a (minor) District Court judge.  That's how it works.  They'll sue him and take it to a higher court.  It's business as usual.  Except it's the Bad Orange Man so lefty panties are all in a wad.  And the partisan MSM is in a tizzy.

Clearly you don't understand the differencing between "challenging" and "defying." The way the executive branch  constitutionally challenges a lower court ruling is by abiding by the ruling and appealing it to a higher court.

Congress is the only one authorized to spend money or remove funding on behalf of the USA. His claims are being denied in court and many other executive orders struck down as well .

 

As for the war its Russia that started it with Ukraine and not the USA or UK. Helping support a country that's attacked unprovoked is the appropriate thing.

I believe that the standard is that he can decide whether complying would cause irreversible damage.   Pissing the money away would be a irreversible.
