A lot depends on his health. If he is up to it he will definitely try to stay in place as long as he can or at least handover to someone in the Trump cabal.

I'd start with 51 former intelligence people.  The key word being "former". 

 

Basically, the entire deep state.  My definition of the deep state being unelected officials who have awarded themselves all kinds of power that the people (and the Constitution) never granted them.
