You are drifting away from the qestion that was originally asked about paying tax in Thailand.

You said you were, probably because you have not paid in the UK.

Chances are that most who have already paid in the UK are not liable again.

It is all about circumstances and income from  2 different countries can hardly be seen as the norm.

I should think that what concerns most is do they need to file or not, looks like the jury is still out on that.

No and yet again my local Revenue Office stating no need to file as stated several; times before but keeping my paperwork and they stated no need you are paying no tax.

Most of the posts fom people who ended up owing no tax are from Pensioners aged over 65. 

I think you could well be right and hence again and again my local Revenue Office not only stating again you do not need to file a tax form as your personal allowances exceed your assessable  income and even had figures and P60s and not interested.
