Yes a bank would probably lend you 20 baht again a condo, because that's about what they're worth.

I'd love to find some at that price, where are they?

At 16,000 baht per month rent, that's almost an annual ROI 1,000,000%! 

But after 15% tax, and expenses, closer to 800,000%, still, not bad.
