A special task force under The Ministry of Labour has uncovered a large number of illegal migrant workers at a construction site in Pattaya. The operation was led by Task Force Trithep Pitak Team 5 (Eastern and Western Regions), in collaboration with security forces and local authorities.

Labour Minister Pipat Ratchakitprakarn stated that the inspection was carried out under the supervision of Pichet Thongphan, Inspector-General of the Ministry of Labour, and led by Police Lieutenant Colonel Phanthep Omi, Deputy Head of Task Force Team 5. The investigation revealed a total of 58 workers on-site, three Thai nationals and 55 foreign workers, comprising 52 Myanmar nationals and three Cambodians.

It was found that all 52 Myanmar workers lacked the required work permits. As a result, authorities detained them under the Royal Decree on the Management of Foreign Workers’ Employment B.E. 2560 (2017), for the offence of “being a foreign national working without a permit.” The workers are now in custody and are being processed at Pattaya City Police Station.

Minister Pipat reaffirmed that while Thailand relies on migrant workers in certain industries, all employment must comply with legal requirements. Employers who hire undocumented workers or fail to register them properly will face legal consequences alongside the workers themselves. He also stressed that the task force will continue operations under the principles of prevention, enforcement, and cooperation to ensure transparency, fairness, and national security in the management of foreign labour.

“I urge all business operators to comply with the law by registering their workers, obtaining the necessary permits, and ensuring their employees’ fundamental rights as required by law,” Minister Pipat concluded.

It's a Catch 22. These companies are forced to use immigrants since they can't find any Thai nationals to do the dirty and often times dangerous manual labor and if they follow the proper procedures they wouldn't be able to afford them and offer competitive prices to their customers......

It's near the end of the month so now the employer doesn't have to pay their wages.  He merely hires a new batch then informs the police towards the end of April.
