It was no hassle getting an E visa from Canberra.

 

For people already in Thailand, going to a hotel elsewhere in Thailand for a few nights to be eligible to apply for the certificate of residence at a more accommodating immigration office would be a lot easier and cheaper than going on a visa run. That's why I threw that in.

Not sure why they would tell you that.  The e-visa system is standardized across the world now. Every Thai embassy offers the non-O retirement visa.

Thing is the OP does not have a Thai bank account. 

That's the ISSUE. 

I have one, but was never aksked to show one as a letter from the Embassy proves my income from the Government.

The OP is not able to obtain "income letter" from embassy.
