Nope House GOP still on paid vacation. Now the GOP senators are following suit to avoid voting and found the excuse in an unimportant agenda of nomination. GOP not interested in any negotiation. Meanwhile some GOP are voicing out the need to negotiate the extension of the ACA. Majority of people want that too. Dam will break for the GOP. They know they are at a losing end of the shutdown.

Yes, many non-Americans use the Affordable Care Act (ACA) (Obamacare) by purchasing health insurance through the Marketplace or qualifying for Medicaid, provided they are "lawfully present" in the U.S. and meet income and other eligibility requirements, such as having valid immigration status. Examples of lawfully present non-citizens include refugees, asylees, and individuals with Temporary Protected Status (TPS), though some groups may face eligibility restrictions, like a five-year waiting period for some Legal Permanent Residents to access full Medicaid. 
 
Who can use the ACA
  • Lawfully Present Non-Citizens: 
    Individuals with eligible immigration status, including those in nonimmigrant status,TPS, asylees, refugees, or parolees, can generally purchase insurance on the Marketplace and are eligible for subsidies. 
     
  • Medicaid Eligibility: 
    Lawfully present non-citizens are eligible for Medicaid if they meet income and other state-specific requirements, though some groups, such as most Legal Permanent Residents, may be ineligible for the first five years after arrival. 
     
  • Marketplace Enrollment: 
    Non-citizens who are lawfully present can buy health insurance through the federal or state Marketplace and may qualify for premium tax credits and cost-sharing subsidies based on income. 
     
Who cannot use the ACA
  • Undocumented immigrants are generally excluded from the ACA's coverage expansions and are barred from purchasing Marketplace coverage. 
     
  • Nonqualified aliens are typically barred from Medicaid and CHIP, although states may choose to cover them using state-only funds. 
     
How to use the ACA
  1. Determine Eligibility: 
    Confirm your eligible immigration status (e.g., refugee, asylee, TPS recipient, or lawfully present non-immigrant). 
     
  2. Apply to the Marketplace: 
    Visit HealthCare.gov or a state Marketplace to apply for coverage and explore potential subsidies. 
     
  3. Gather Documentation: 
    You will need to provide documentation to prove your immigration status for eligibility verification through the SAVE program. 
     
  4. Apply for Medicaid: 
    If your income is low enough, apply for Medicaid through your state agency to see if you qualify for coverage.
