If it is run by the mosque for the mosque, then it is their choice of who participates.

 

If it is run locally and not by the mosque then the organisers can chose who they allow to participate, and the mosque is allowed no say in who runs or not.

Like any organized run, the women can always run Bandit. They won't get a number or raise any money for charity but I doubt anyone would stop them actually running the course.
