ASEAN Demands Myanmar Honour Peace Deal Before Elections

ASEAN foreign ministers have reaffirmed that Myanmar must fully implement the Five-Point Consensus (5PC) before holding its planned general elections in December 2025. Meeting in Kuala Lumpur on 26 October, the bloc urged all parties—particularly the military—to halt violence and engage in inclusive dialogue to resolve the country’s deepening crisis.

 

The 5PC, adopted in April 2021, calls for an end to hostilities, humanitarian access, and the appointment of a special envoy empowered to engage all stakeholders. Ministers stressed that credible elections cannot take place without prior de-escalation and trust-building. Myanmar has invited ASEAN observers to monitor the polls, but its representation at ASEAN summits will remain non-political until meaningful progress is made.

 

The statement also addressed the wider regional fallout from Myanmar’s civil conflict, which has displaced millions and fuelled transnational crime. ASEAN pledged to intensify cooperation against human trafficking, drug smuggling, cyber threats and online scams—issues increasingly affecting border areas like Mae Sot and Myawaddy.

 

Senior officials have been tasked with exploring a longer-term ASEAN Special Envoy to ensure continuity in diplomatic engagement. The bloc also called on international partners to boost funding for humanitarian aid, particularly through the ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre), and to support cross-border relief efforts.

 

Despite the crisis, ASEAN ministers insisted that Myanmar’s instability would not derail the bloc’s community-building goals. They committed to working with the United Nations and neighbouring countries to help Myanmar achieve peace, stability and democratic governance.

 

Myanmar has been locked in a multi-front civil war since its military seized power in February 2021, ousting the elected government. The conflict has killed thousands and continues to destabilise the region, with recent military operations near the Thai border prompting fresh waves of displacement and concern.
