There's no reason not to know why since foreign despots were not showering money on the Bidens. For example, of the three names provided by SunnyinBangrak, none were even government officials, much less, despots.

The one who comes the closest is Yelena Baturina whose husband had been the mayor of Moscow. But by the time she was sending Hunter Biden money, not only was her husband not in office but she had fled to London because of a dispute with the Russian government involving corruption charges.

And even if they were, none of this money, not one cent, was shown ever to have reached Joe Biden. 

So non-enemies of America paid money to some people who were not the President but shared the surname Biden. Joe Biden should definitely have been brought up on non-charges of non-criminal acts.
