Immigration police have arrested a 35-year-old Chinese fugitive wanted on contract fraud charges in China, following a coordinated operation at a condominium in downtown Khon Kaen on November 12, 2025. The suspect, identified only as Zhou, was taken into custody by officers from the Khon Kaen Immigration Office’s Investigation and Suppression Unit and the provincial Tourist Police. Authorities confirmed that Zhou was listed on Interpol’s wanted database and subject to an arrest warrant issued by the Ministry of Public Security in Zhujiang City, China.

Pol. Col. Piyapong Ensan of the Tourist Police said Zhou’s identity and travel documents were verified before his arrest. He was subsequently transferred to the Khon Kaen Immigration Office, where he was informed that his permission to remain in Thailand had been revoked. Thai authorities have notified the Chinese Consulate General, the Chinese Embassy and Interpol about his detention and pending deportation.

Zhou was accused by Chinese investigators of defrauding the Qijiang District Public Health Office in Chongqing Municipality in August 2022. Acting as the legal representative of Chongqing Xingcheng Industrial Co., Ltd., Zhou allegedly signed a construction contract with Chongqing Chuanzhou Construction Co., Ltd. for a tourism development project valued at 2 million yuan. However, the project was never completed, prompting authorities to pursue criminal proceedings for contract fraud.

According to Pol. Lt. Col. Sorat Wichayasut, Chief Inspector of Khon Kaen Immigration, Zhou may also be linked to other fraudulent business dealings under investigation in China. Following his arrest, Zhou was detained at the Khon Kaen Immigration Office headquarters, where he was officially notified of the plans for deportation to face charges in China.

Thai immigration authorities emphasised that the operation demonstrates ongoing cooperation with international law enforcement agencies, including Interpol and Chinese police. The case underlines Thailand’s continued efforts to track down and deport foreign nationals sought for serious financial crimes abroad.

Khaosod reported that Zhou will remain in custody while deportation proceedings are finalised. Coordination between Thai and Chinese officials is expected to ensure his swift transfer to Chinese authorities for prosecution.
