Ten Chinese nationals were arrested during an inspection of a construction site in Phan Thong district, Chonburi, after being found working illegally without permits. Authorities said the operation followed complaints from local residents and resulted in all ten men being taken into custody for prosecution under Thai law.

 

The inspection took place on 16 December 2025 at a construction project in Ban Kao sub-district, Phan Thong district, Chonburi province. The operation was ordered by Chonburi Provincial Employment Office chief Phuwakorn Tosingkorn and led by Khajornsak Chanthong, an operational labour academic, together with officers from the Foreign Workers Control and Legal Affairs Division.

 

Officials from the Chonburi Provincial Labour Office and the Internal Security Operations Command Chonburi (ISOC) jointly conducted the inspection. Authorities said the site was targeted after members of the public raised concerns about suspected illegal employment practices involving foreign workers.

 

During the inspection, officers found ten male Chinese nationals working at the site without valid work permits. The officials determined that their employment violated Thai labour laws governing foreign workers, prompting immediate enforcement action.

 

All ten individuals were detained and transferred to investigators at Phan Thong Police Station for legal proceedings. They were charged with “being a foreign national working without a work permit” under Section 8, with penalties prescribed under Section 101 of the Emergency Decree on the Management of Foreign Workers B.E. 2560 (2017), as amended.

 

Relevant agencies stated that the enforcement action was part of an ongoing effort to address illegal employment and uphold labour regulations. Authorities said such operations are intended to ensure fairness for legally employed workers and to maintain order and security within local communities.

 

Officials emphasised that inspections will continue across Chonburi province, particularly in sectors and areas where complaints are received. The agencies involved reiterated their commitment to strict and continuous enforcement of the law to prevent the illegal use of foreign labour and to support lawful employment practices.
