The Department of Special Investigation (DSI) has formally submitted a major child sexual abuse material case to public prosecutors, involving more than 240,000 illicit files distributed through Telegram and VK, marking a significant step towards prosecution and reinforcing Thailand’s commitment to tackling online child exploitation.

 

The case file, registered as Special Case No. 19/2568, was handed to prosecutors at the Office of the Attorney General on Ratchadaphisek Road in Bangkok on 22 December 2025. Investigators also submitted seized electronic devices and other evidence linked to the alleged sale and distribution of child sexual abuse material. The investigation focuses on organised online activity that exploited multiple social media platforms to reach buyers and distribute content.

 

The case stems from an operation on 21 October 2025, when DSI officers searched locations in Krabi province and arrested a suspect identified as Mr Chalerm. Authorities allege he was involved in selling and distributing child sexual abuse material through a VK account named “Ros Niyom” and Telegram groups using the same name. Several electronic devices believed to have been used in the offences were seized during the arrest.

 

Further forensic examination uncovered more than 240,000 files involving over 50 child victims. The material was shared across eight online groups, including one named “Save VIP”, which investigators said was structured into 228 subfolders labelled by the individuals appearing in the videos. The victims were girls under the age of 18, with an average age of 14 to 16 years, and the youngest identified victim aged 13.

 

Following the completion of the investigation, DSI officers recommended prosecution on multiple charges. These include possession and distribution of child sexual abuse material for sexual exploitation, importing and disseminating obscene computer data accessible to the public and producing, possessing, distributing, importing, exporting, or circulating child sexual abuse material for commercial or distribution purposes. The case has now moved into the formal judicial process under the authority of public prosecutors.

 

The investigation has drawn international recognition. On 19 December 2025, Mrs Séverine Leonardi, UNICEF Representative ad interim for Thailand, met Justice Minister Pol Lt Gen Rutthapol Naowarat at the Ministry of Justice. She congratulated and praised the Ministry of Justice and DSI for their efforts in combating child sexual abuse and exploitation, and discussed continued cooperation on child protection and children’s rights in Thailand.

 

Thaitabloid reported that the next stage will see prosecutors review the case file and evidence to determine the formal indictment process. Authorities have indicated that cooperation with international partners and child protection organisations will continue as legal proceedings move forward.

There's a precedent in drugs busts, also a morals issue. For all the kilos or tonnes seized, it's counted as street price cut. Makes them look better to a gullible public. Better to be truthful.
