Residents of Barangay Tumana, Marikina City, are concerned about a proposed memorandum that could double water fees to address ongoing supply problems. Barangay officials passed a resolution on December 22, 2025, seeking the local government unit’s (LGU) intervention, but they await a response. In the interim, a third-party agreement with GBI, linked to Manila Water, may raise fees from P30 to P60 per cubic meter.

The barangay captain, Akiko Centeno, highlighted the LGU's larger budget and engineering expertise as advantageous for managing the water system. However, as a stopgap measure, the barangay's collaboration with GBI involves temporary management by the operator, starting in January, potentially expanding over three months. This arrangement brings higher costs, including a P1,200 deposit per household.

Residents express frustration, feeling unjustly burdened by what they perceive as mismanagement by the barangay despite timely payments. "Hindi makatarungan ito dahil nagbabayad naman kami nang tama," one resident voiced, criticizing the doubling of rates and its implications for their finances.

In December 2025, Manila Water ceased service due to a ballooning debt of P37,192,199.98, attributed to unresolved obligations by successive barangay leaders. Mayor Maan Teodoro moved swiftly, allocating P15 million to partially address the debt and restore water services. After the payment, water returned to 13 common points, with the mayor promising accountability for those responsible.

Centeno reassures residents of her support, urging collaboration for community improvement amidst the fiscal challenges. Meanwhile, the municipality is evaluating whether the LGU should assume control, promising more effective resource management.

The LGU’s decision remains pending, potentially altering the administration of Barangay Tumana's water supply. Community members continue to monitor developments, advocating for equitable solutions to alleviate their financial burdens and ensure a stable water supply, reported Manila Bulletin.
