Thousands have already been freed since 2021, yet the Philippines said further gestures were needed to build trust and pave the way for national dialogue.The appeal was explicitly tied to ASEAN’s Five-Point Consensus, agreed in 2021, which calls for an immediate end to violence, dialogue among all parties, humanitarian aid, and the appointment of a special envoy.
