I am no expert on American slang but I lived in Washington State from about 1980 to 2000 at a time in my life when I frequented barrooms.

There in WA, to "86 someone" meant to expel them from the bar for an indefinite period.

Nothing else.

One of the issues that will come into play before the what does 86 mean (and 47 maybe as well) is whether Comey made the 8647 seashell arrangement himself or stumbled upon someone else's handiwork.

James Comey’s seashells photo trial delayed until October

The former FBI director, a frequent Trump foe, is expected to move to dismiss the case on the grounds that it is a product of selective and vindictive prosecution.

A federal grand jury in the Eastern District of North Carolina indicted Comey in April, alleging that the seashell image was “a serious expression of an intent to do harm to the President of the United States.” Restaurant veterans have said “86” is “everyday lingo” that can mean an item has run out or should be removed from the menu.

Comey and his team plan to file motions to dismiss the case based on the argument that it is a product of vindictive and selective prosecution, among other arguments. Flanagan noted Comey’s plans in her order Tuesday. Pretrial motions in Comey’s case are due July 28, and responses to those motions are due Aug. 18. Replies to pretrial motions are due no later than Sept. 1

... seashells (were) arranged in a pattern making out "86 47", which a reasonable recipient who is familiar with the circumstances would interpret as a serious expression of an intent to do harm to the President of the United States.

A reasonable recipient would not likely interpret a shell design on an NC ocean beach as any serious intent to do anything

Good ole jim who lied to congress is paying, one way or another. Lawyering up don't come cheap for the disgraced FBI head who spread lies about Russia Russia which eventually got him fired. When your fired the DOJ bennies run out. The walls are closing in still on Jim.

A federal criminal defendant can recover legal costs if an indictment is dismissed due to vindictive prosecution. Under the federal Hyde Amendment (18 U.S.C. § 3006A note), a prevailing defendant can be awarded reasonable attorney’s fees and litigation expenses if they prove the government's position was "vexatious, frivolous, or in bad faith."
