and it appears they found the responsible for all the damages, he sure is looking hard to blame anybody else for his mistakes, but that is not news, he always does but based on his comments and his own words, he should be in jail for destroying government property.... but they needed to find some poor sucker to divert/deflect the blame

Despite being the one who caused this latest American disaster, Trump asked Saturday who would possibly do such a terrible thing?

"Who would do such a thing?" Trump posted. "These are very serious crimes having to do with the destruction of National Monuments. Years in jail!

I doubt the avian death has anything to do with the use of hydrogen peroxide. They would have added 30 mls of 3% w/v per 100 liters of pool water. Its only added to make the algae more easily to add.

Washington has seen elevated bird mortality over the past few years, but avian flu has been hitting the mallards. In Washington State, late last year, you had the first human death from H5N5.

But the problem is what other chemicals have been used.

This is a good comment that's appeared elsewhere:

The basin is 18–30 inches deep with a newly darkened surface. Dark surfaces increase light absorption and thermal loading — in a water column this shallow there's essentially no vertical buffer. Water temperatures in a DC June hit peak algal growth range almost immediately. They built a solar-heated incubator.

Complete waterproofing of the basin eliminated any substrate heterogeneity — no sediment interaction, no benthic microbial community, no macroinvertebrate grazing pressure. A perfectly sealed inert surface is ideal for biofilm colonization. You've handed algae a clean slate with no biological competition.

The Tidal Basin source water carries significant nitrogen and phosphorus loading from urban runoff. Without upstream nutrient stripping you're delivering continuous nutrient loading into a warm, stagnant, high-light system. This is (and will probably become) a textbook case of eutrophication. The permanent filtration system wasn't even operational at refill, and supply lines weren't flushed — meaning direct algal inoculation on top of the nutrient loading.

No meaningful hydraulic residence time management. No nutrient interception. Elevated thermal regime. Zero substrate complexity. Peak photoperiod.

This isn't a maintenance failure or contractor problem. It's what happens when an ecological system is treated as a purely engineering problem without limnological input at the design stage. Every variable was set to near-maximum bloom conditions simultaneously. The corrective wasn't nanobubbles and hydrogen peroxide after the fact — it was an aquatic ecologist at the design table before the first dollar was spent.

This one will likely become a classic in the failure case study literature for generations to come.
