Leaving religion aside. I did a lot of fishing in my younger days and still fish, but not as much. I always carry a razor sharp fillet knife with me in a fishing bag. When on a beach I carry it in it's sheath on my belt. I would assume people that hunt do similar. Should we be arrested for carrying a knife, or is the intent while carrying it the important factor.

What about a gaggle of grannies heading to a knitting club. Should they all be arrested for carrying knitting needles?

If kirpans are taken from Sikhs, only criminals will have kirpans!

Seriously, what needs evaluating is how many kirpan attacks there have been in thr UK year-by-year.
