Personally I feel Cuenca is safe enough

Ecuador residency can be had based on investment as you said real estate purchase, or pension.

Cuenca is very high altitude though and is not tolerable healhwise for a lot of people.

7.4 in Cali is quite bad but I doubt it will rival the 1999 great quake in Armenia Colombia.

Same here, I'm fluent in Spanish, and I appreciate the women in Columbia, Mexico, Cuba, Argentina, the food can be good, with the exception of Cuba obviously, but there's something off Latin and Central America. Mexicans used to sacrifice children, and I'm not a squeamish guy by any means, my father used to take me to bullfights and the slaughter house after, but some of the videos online of how the Cartels deal with enemies have a brutality you don't see anywhere else. Latin Americans seem to not just have a talent for crime and murder, but they are methodical about it, and seem to enjoy it. I would not feel safe in Latin America. And I've been to Russia for long stretches.

I understand. Surprising, I would have thought you still get the odd good restaurant there. But then you have all huge pluses of the area, few Farang, beaches and so on, clean air...No place is perfect. Here in CM we have a good choice of restaurants, but there's the air issue, too many Farang almost and BKK is more vibrant still. There's no perfect place I guess.

There very safe options in Latin America.

For example Uruguay and Merida, Mexico.

This current quake was very strong and caused damage in other cities.

I am surprised to hear about the damage in Armenia as they did make a big effort to build earthquake safe buildings there after 1999.
