The new plan that you refer to, is actually a change in the existing child care plan. The child support grant was introduced in 2015. The new plan removes some of the registration requirements to encourage enrollment. It also expanded the age group of children who qualified. In respect to the criteria, it was already in place and was working just fine for the past 10+ years.

But most of us who are adults, and who have adult minds, understand and acknowledge that people in their teens and even their early twenties are still children compared to ourselves. Legally they may be adults, but experience, judgment, and maturity usually take many more years to develop. Especially in Thailand and other Asian countries, I would argue that the difference can be even greater. In my personal opinion, taking advantage of young Asian women who are often poor and vulnerable is shameless.

The Child Support Grant (CSG) is a non-contributory, non-conditional targeted cash transfer to caregivers of children between ages 0-6.

Eligible poor and near poor families have an average income of less than THB 100,000 per year. Currently, 1 million+ Thai children (23% of children under six) have received monthly income support under the CSG.. It is classified as a Universal program because it applied to all children. However, because it was subject to the children having to be registered, and poor, it is not universal in the western sense where everyone gets money whether they need it or not. The program was introduced in April 2015 as a 400-baht monthly subsidy for children under 1 from poor and near-poor families. It was then increased to 600-baht to also cover eligible children under 3, then expanded to cover under 6 in 2016.

Semantics.The end result is the same.

If the program is available to all children, it is for all intents and purposes universal. Thailand has an income threshold in order to collect. Other countries tax or clawback money that is paid. For example, Canada has a child benefit. It is called universal but it is an income tested benefit. Families with an income higher than the threshold have the payment reduced by a required payback, until it is zero. The end result is the same. Because Canada pays the benefit to all, but then claws it back, it gets described as universal. Because Thailand pays the benefits to the means tested poor, but with no clawbacks, some won't call it universal. Both plans exclude families with income over a designated threshold.
