Agents don't deal with embassy application. They have no way over embassy staff. In general, an METV can only be obtained through the Thai embassy in your passport country, so best to apply before you leave your country for Thailand.

Years ago, back when you had to apply in person for a visa at a Thai embassy, I always used a local tour operator. They always got me an SETV or METV from various Thai embassies across Europe without any issues, but I only did that because there was no Thai embassy or consulate in my country.

Now that everything is done online, I just don't see how an agent can help with an METV. They essentially just upload the documents you send them—things you could easily upload yourself anyway.

Not only that.

With a METV (tourist visa status) he would not be able to open Thai bank account.

He would need Thai bank account to "switch" to Non O

Yes he may already have one however seems a bizarre plan.

He could apply for Non O e visa and enter Thailand with that
